Biography
Dr. Clifford S. Blumberg is Assistant Professor in the Department of Political Science at Arkansas State University. His research interest focuses on public budgeting, public financial management, government reform, performance measurement, public administration theory, executive behavior, and organizational culture. His most recent work has appeared in the Global Encyclopedia of Public Administration, Public Policy and Governance.
